A wholesale order can look “filled” at the order level while a retailer still receives no medium black units in the season’s lead style. That is why apparel teams should report order, line, and unit fill separately. Each view answers a different service question.
Before calculating, declare the promised cutoff, the denominator population, and how partial shipments, cancellations, backorders, and substitutions are treated. Without those rules, two teams can calculate different fill rates from the same purchase orders.
Three fill-rate formulas
The formulas below keep three recognized measurement levels separate. APQC defines order fill rate as completely filled sales orders divided by total sales orders, while its order-line fill-rate measure uses completely filled lines divided by total lines. Variant detail is not cosmetic in apparel: GS1 US gives the example that one T-shirt design offered in four colors and four sizes produces 16 separately identified variants. A complete-order result can therefore hide a miss in one commercially important size-color line.
Order fill rate
Order fill rate = orders fulfilled completely by the declared cutoff ÷ eligible orders due by that cutoff × 100
- Numerator: eligible orders for which every required line and unit was fulfilled under the declared rules.
- Denominator: all eligible orders due by the cutoff.
- Cutoff: state whether this is the requested ship date, cancel date, delivery date, or another agreed point.
- Complete rule: a partial order counts as unfilled unless the customer-approved remainder is removed from the requirement under the policy.
Line fill rate
Line fill rate = order lines fulfilled completely by the declared cutoff ÷ eligible order lines due by that cutoff × 100
- Numerator: lines for which the full required quantity was fulfilled by the cutoff.
- Denominator: all eligible lines due by the cutoff.
- Complete rule: a line shipped 18 of 24 units is not a completely filled line, even though 18 units shipped.
Unit or case fill rate
Unit fill rate = units fulfilled by the declared cutoff ÷ eligible units ordered for that cutoff × 100
- Numerator: units or complete cases fulfilled under the declared rule by the cutoff.
- Denominator: all eligible units or cases ordered for that cutoff.
- Cutoff: use the same requested ship, cancel, delivery, or other agreed point declared for the report.
- Complete rule: each supplied unit counts toward unit fill; a case counts only if it meets the brand’s declared complete-case rule.
Use cases instead of units only when the selling and fulfillment unit is a case and case contents are consistent. State whether substituted units qualify. A shipment of another color or size should not count unless the customer accepted that substitution under the declared rule.
Worked wholesale apparel purchase-order example
A retailer submits four purchase orders (POs) due by Friday. Across them are 10 lines and 1,000 units.

Using a complete-by-Friday rule:
- Order fill rate = 3 complete orders ÷ 4 eligible orders × 100 = 75%
- Line fill rate = 9 complete lines ÷ 10 eligible lines × 100 = 90%
- Unit fill rate = 900 units filled ÷ 1,000 eligible units × 100 = 90%
Now change which units are filled while keeping the same four orders and 1,000 units due. The first three complete orders contain 100 units each, so they contribute 300 filled units. PO-104 contains 700 units across four lines, but only one 100-unit line is filled and 600 units are missed. Three of four orders are still complete, so order fill remains 3 ÷ 4 × 100 = 75%. Unit fill falls to (300 + 100) ÷ 1,000 × 100 = 40%. The same 75% order result now sits beside a materially different volume result, and the missing 600 units are fully accounted for.
This is why a single strong-looking rate can hide a customer or assortment problem.
Pick the measure that matches the decision

Report at least the measure that reflects the service promise, plus a second view when order sizes vary widely. Never average customer percentages without checking the weighting. Two customers at 100% and 50% do not create a meaningful 75% network rate if one ordered 50 units and the other ordered 5,000.

Declare the edge-case rules
Partial releases, cancellations, backorders, and substitutions are business rules, not universal conventions.
- Partial releases: Decide whether performance is measured against the original order, each authorized release, or both. Keep the original customer commitment visible.
- Cancellations: Separate customer-initiated cancellations from cancellations caused by unavailable stock. Excluding both without distinction can make service look better than it was.
- Backorders: A backordered unit may be fulfilled later, but it missed the original cutoff unless the customer agreed to a new promise.
- Substitutions: Count a substitute only when the customer accepts it and the measure is designed to treat it as fulfillment. Preserve the original requested variant for diagnosis.
- Changes after cutoff: Freeze or version the denominator so later edits do not rewrite historical performance.
Document those rules next to the report. If the team changes a rule, mark the effective date rather than comparing old and new definitions as though they were identical.
Diagnose missed fill before choosing a fix

Cut results by style, customer, sales channel, warehouse or 3PL, and promised period. A network result weighted by units may hide poor service for a smaller wholesale account. An unweighted average can give that account too much influence. Show the rollup method and inspect both totals and segments.
Fill rate is not the same as every other service metric
On-time in-full (OTIF) asks whether the complete order arrived or shipped on time under a stated definition. Fill rate may or may not include timing, so the cutoff must be explicit. “Service level” is a broader label and should never replace a defined numerator and denominator.
Inventory availability describes whether stock could be promised. Fill rate measures what was actually fulfilled under the rule. Sell-through compares sales with a declared inventory denominator, while weeks of supply estimates coverage. Backorder management begins after a miss and owns the recovery promise; fill rate owns measurement and diagnosis.
